In 1979, U.S. Senator Joe Biden traveled to Leningrad, U.S.S.R., for meetings with Soviet leader Leonid Brezhnev, Premier Alexei Kosygin, and Foreign Minister Andrei Gromyko Shevchenko . At the time, one of the KGB operatives assigned to monitor foreign consulate officials and visiting foreigners was Vladimir Putin. It is unknown if Putin was directly assigned to Biden or not, but it is likely that Putin would at minimum be aware of the high-ranking American official’s visit. Biden became aware of Putin in 1999 when Russian President Boris Yeltsin named Putin as Prime Minister.

In June 2001, Biden pointed out that “Russia has exhibited a troubling pattern of less than democratic behavior since Putin took office” and, in another comment, Biden more candidly said, “I don’t trust Putin."

After meeting Putin in 2011, Biden said that Putin had no soul .

The Russian-Ukraine War is a conflict between Ukraine and Russia, but it is also a product of Biden and Putin's competing personalities and worldviews.
