This book, originally written in 1898 and revised in 1912 is designed as a textbook for use in "upper grammar grades or in the first years of the high schools." The author believes that it is essential to teach civics from a early age because "not one child in twenty passes beyond them [the grammar school grades] to higher schools.
How times have changed. Now, the vast majority of children pass into the higher grade levels, though there would be some argument as to how much they actually learn in the process.

First Lessons in Civics delves into significant detail on the organization of government, not just on the federal, state and local levels, but also discussing the "government of the school," the family and self-government.
