National fear of an internal Communist threat, unlawful incarceration of radicals, abuse of the Justice Department's authority--- these images suggest events of the Joe McCarthy era, the period of protest against the Vietnam War, and the Huston Plan of the Watergate period. Usually we see these aberrations as the result of tensions caused by the cold war. Yet, during the red scare of 1919-20, long before the cold war, the American government and people experienced widespread public hysteria. Fortunately for the body politic, Louis F. Post from his position as assistant secretary of labor successfully resisted the pressures of Attorney General A. Mitchell Palmer, his young assistant, J. Edgar Hoover, and public opinion to protect the rights of alien radicals accused of subversion. Post's intrepid stand against the hysteria created by Palmer was a key factor in diminishing the intensity of the first red scare.
