This volume presents reworked and revised versions of papers delivered at an October 2001 conference held in Oslo to evaluate the most recent comprehensive set of educational reforms in Norway. Eleven academics from Norway, Sweden, Switzerland, and the U.S. address the purpose and role of evaluation in examining educational reforms in Scandinavia, specifically, and as a general, global concern. Themes explored include how evaluation best serves the aim of social improvement; evaluation as a system, tool, and strategy shaping the social and political organization and control of schooling; and the links of evaluation to educational requirements of a democratic society.
