In 1916, the great industrial city of Cleveland desperately needed clean water for its burgeoning population. An incredible plan was conceived. Great tunnels would be dug 200 feet BELOW Lake Erie and miles from shore where water that was still clean and pure could be captured. Working in extreme conditions, hundreds of men, including many immigrant laborers, were maimed or lost their lives to cave ins, deadly gas pockets and tunnel fires, as craven politicians and greedy industrialists drove them on without care for the human cost.
