Conventionally, planning in developing countries serves the needs of governments and large commercial enterprises and is of little benefit to the poor communities who make up the majority of urban populations. This text proposes an alternative approach to planning in developing countries. It comprises a practical guide to planning which is grounded in community needs with objectives which are achievable with local resources and with benefits which are immediate. Of importance in development planning in developing countries, the approach is also of social relevance in Eastern Europe, the USA and the EU.
