At the direction of a fellow cop, he carries out a series of cold-blooded "administrations" of contractors who committed war crimes and were never punished.

The deeper Collins gets into the conspiracy, the less he knows. Is it what he believes it to be? Where does it end? Does it even exist? That way lies madness, and Blue Rider traces the descent of one human being, and the larger society, back into the jungle.
