The Human inhabitants of the western counties unknowingly share their world with witches. By day these hide, or take the form of animals or people, but at night their world comes alive.
A mutilated body is found on a Devon beach. A police investigation begins, led by local detectives; the hapless Inpsector Jenkins and his assistant DS Moore, hindered by various other members of the force, including the Chief Constable and the mysterious PC Jenny Burns.
The witches also need to investigate, for they have realised that the body is not human, nor of their own kind, and that it has the potential to destroy the world. Humans must not know this, nor must they discover the existence of witches. So the witches secretly thwart the police investigation. They also keep it from their evil queen, Serlgar, who would use it for her own awful ends.
One human does know of witches; twelve-year-old Anna-Bella Coal. Her best friend, Rosemary Blackthorn, is a witch. The witches know of Anna-Bella and they see her as a threat, particularly as she is immune to their spells. Anna-Bella was the only witness to the killing on the beach, apart from an unidentified young boy, so the local witches, led by the diabolical Crow Hawkseyes, decide it is time to rid themselves of her.
When Rosemary is forced to double-cross Anna-Bella, she chooses instead to warn her friend then run. She knows that by doing this she has signed her own death warrant. Her only hope for escape is a secret thirty-mile cross-country trek from North Devon to Dartmoor, where distant family members may be willing to help.
So a witch hunt begins.
The first hunter is Anna-Bella, but she knows that the main priority is not actually finding her friend, but saving her from the others. She must save her own skin, too, when she realises that the witches are also after her.
The second set of hunters is the witches. Their goal is clear; to find and kill the witch girl, then rid the world of her human friend. To hunt down Rosemary, nine witches turn themselves into a pack of hell-hounds, others turn into killers of the natural world.
The third hunter is Inspector Jenkins. He and his sidekick DS Moore enlist the help of an old friend, PC Bill Brown, when the hunt moves to his home town of Oakhampton. They don't know it is a witch they are hunting, but suspect that the missing schoolgirl is a link to the murder. They also sense that there is something particularly odd about this case. But their hunt turns into a comedy of errors.
The fourth hunter is Rosemary's sly, ambitious older brother, Tom, who has a grudge against her and wants to use her demise to curry favour with the witch queen Serlgar. He has the advantage of knowing where his sister is going and the form she is likely to take.
The final hunter is Serlgar herself, and nothing can thwart the witch queen for long.
