Detective Inspector Jonathon Rose had left the City under a cloud. Choosing the Royal Ulster Constabulary as his own Foreign Legion, where he would put the events of the past behind him, he little realises how the experience will cloud his perceptions in the future.
Ten years after his departure, he was once again causing controversy by returning to the City, as the newly promoted Detective Superintendent, in charge of its disgraced CID.
Rose faces an enormous challenge, which is as much personal as it is professional. There are those in the city who were not pleased to see him return; political enemies with long memories, and former friends and colleagues who still bear personal animosity towards him. It is not the first time that he has found himself in this predicament in this city, but this time Rose intends to ensure that it does not end in what he and others would always consider to be a selfish act of betrayal.
But first he has a major crime to solve. Before he officially takes up his post, a burglary turns into a vicious murder and Rose takes on a major investigation where nothing is as it seems. A bank robbery, a mysterious policeman, and his experiences in Northern Ireland, all lead Rose to believe he is dealing with an act spawned by terrorism. Whilst everyone else believes the events are unrelated incidents, Rose ties them all together, which brings him face to face with the Ghost of Evil Past.
