Salchak Kalbakkhorekovich Toka was a Tuvan politician. He was General Secretary of the Tuvinian department of the CPSU from 1944 to 1973; previously, he was the General Secretary of the Central Committee of the Tuvan People's Revolutionary Party and was the supreme ruler of the Tuvan People's Republic from 1932 until its annexation by the Soviet Union in 1944.

Toka was also considered the founder of Tuvan Soviet literature. His stories began to appear in print in the 1930s, in 1938 the play “Three Years as Secretary of the Cell” was published, in 1943 - the story “Tos Ceadyrda” . The story "To the Great Threshold", the story "The Hunt for Wolves" and other works. Sharply critical of the feudal past, shows the revolutionary awakening of the people, the establishment of new socialist ideals. Toki's autobiographical story "The Word of Arata" , , .
